Two scenarios apply to this situation:

1) The bike has been stolen and the owner is to bummed out to remove the lock

2) The bicycle commuter always parks their bike there so the  the space is &quot;reserved&quot; for when they return. I saw this happen at the BC Children&#039;s Hospital site.

It has never stopped me from parking by bike if no other space is available.
